I have the thesis for this experiment 2004 from  Jlab
 Q2     Gen

0.447        0.0546 +- 0.0064
1.132       0.0394+- 0.0033
1.450         0.0408 +- 0.0039

If one plots   Gen/Dipole and Gep/Dipole (data) you will see that
one  is linear up and the other is linear down versus Q2 and they
intersect
around Q2=3. So a new fit with these new data and  chosing Gen=Gep at
some high
Q2 would satisfy duality and the data and be a better fit.
  Maybe the  Krutov form can be used, but the parameters changed
